Kelly,

One item mentioned by the Pierce County Charter Review Commission is eliminating or combining the Pierce County Performance Audit Committee with some type of citizen oversight system. That would not be a good idea.

Our current system of a seven member committee (includes two citizens), with two full time assigned staffers and another $250,000 of budget allocation is doing an incredible job auditing an annual $800 million dollar system.

I would publicly oppose any significant changes to the Pierce County Performance Audit Committee. I believe all seven county council members would enthusiastically agree, this is one part of our current charter that is working very well and does not need change. The question about whether the whole system being audited every two years is doable. We interpret that portion of the charter to mean a system wide review of a major global function of government. For example, we did a review of PC Information Systems in 2005.

If anyone has any questions concerning performance audit, as current chairman of the PC performance audit committee, I am willing to appear before the Pierce County Charter Review Commission to testify.

Sincerely,

Dick Muri
